The Board of Trustees of the St. Louis Community College will hold a public hearing as required by law before setting the tax rate for 2026. The hearing will be held live at Corporate College, 3221 McKelvey Road, Bridgeton, Missouri 63044, in Room 219 at 4:30 p.m. on Thursday, September 24, 2026.

Public Comments
Members of the public will have the opportunity to comment on the proposed tax rate. Members of the public may address the Board in person during the public hearing or may submit a written comment to Lisa Moravec, Board Secretary, at board@stlcc.edu not later than 12:00 noon on September 24, 2026, including the name and address of the individual submitting the comment.
Written comments that are submitted will be read into the record.

Missouri Sunshine Law Open Record Requests
As a Missouri publicly funded institution, St. Louis Community College's custodian of records is the designated contact for records requests under the Missouri Sunshine Law (Chapter 610 of the Revised Statutes of Missouri).
The custodian does not have immediate access to all College records, but collaborates with the College departments where records are housed to locate and process records in response to an open records request.

Time Frame for Open Records Request Response
Section 610.023.3, RSMo, requires that each request be responded to as soon as possible, but no later than the end of the third business day following the custodian of records’ receipt of the request. If access is not granted immediately, the custodian of records is required to explain the reason for the delay and the earliest date and time that the records will be available. Therefore, public governmental bodies are allowed to exceed the three days for production, but they are required to notify you of the delay and explain when they anticipate the records will be ready.

Craig H. Larson, EdD, Chair
Subdistrict 4 (term expires 2028)
Dr. Craig Larson of Manchester, Missouri, is an Area Supervisor of Instruction for Missouri’s Department of Elementary and Secondary Education, overseeing 14 St. Louis region school districts. He retired from K–12 administration in 2010 after 38 years, including 11 years as principal of Parkway South High and seven years as superintendent of the Rockwood School District.
Elected to the STLCC Board of Trustees in 2010 and re-elected in 2016, he has served two terms as Board Chair and is active with the STLCC Foundation. He also chairs the Missouri Community College Association Advisory Board and has participated in national higher education committees through ACCT and AGB.
Dr. Larson has served in community leadership roles, including past president of the West St. Louis County Chamber of Commerce, St. Louis Boy Scouts board member, and St. Louis County Media Commission commissioner. He has received honors such as St. Louis High School Principal of the Year and Communications Leadership Superintendent of the Year. He holds a bachelor’s and master’s from the University of Kansas, an administrative certificate from Washington University, and a doctorate from Saint Louis University.
Holly Talir, BA, Vice Chair
Subdistrict 3 (term expires 2031)
Holly Talir was elected to the STLCC Board of Trustees in April 2025. She works as a parent educator and substitute teacher in the Kirkwood School District and previously held financial leadership roles at Washington University in St. Louis.
She volunteers with several community organizations, including Kirkwood Area Every Child Promise and Warriors Against Melanoma. Talir holds a bachelor’s degree in art history from the University of Missouri–Columbia and a graduate certificate in nonprofit management from Washington University in St. Louis. A first-generation college graduate, she lives in Kirkwood with her husband and four children, including one STLCC student.
Doris A. Graham, PhD
Subdistrict 1 (term expires 2030)
Dr. Graham of North St. Louis County was elected to the STLCC Board of Trustees in 2012 and re-elected in 2018. She spent 38 years with St. Louis Public Schools, retiring in 2005 as assistant principal at Ames Visual and Performing Arts Elementary School, and also served 23 years on the Ferguson-Florissant School District Board.
Her roles in education included classroom teacher, remedial reading specialist, principal during summer school, and co-host of an after-school radio program. She currently serves on the Nominating Committee for the Central Region of the Association of Community College Trustees.
Dr. Graham has received numerous honors, including the Lifetime Achievement Award from the St. Louis Teachers Union, Legacy Awards from the National Council of Negro Women and St. Louis Argus, recognition from Delta Sigma Theta Sorority, and awards from the Urban League and St. Louis American Newspaper Foundation.
She is an associate minister, active in her sorority, and has served on the Berkeley Senior Citizens Commission. Her education includes a doctorate in educational administration from Saint Louis University, a master’s in elementary administration from the University of Missouri-St. Louis, a bachelor’s in elementary education from Harris Teachers College, and a master of arts in pastoral studies from the Aquinas Institute of Theology.
Kevin M. Martin, EdD
Subdistrict 1 (term expires 2032)
Dr. Martin was elected to the STLCC Board of Trustees in 2017 and currently serves as a middle school principal in the Parkway School District. He previously held leadership roles at Hazelwood Northwest Middle School and Hazelwood East High School, and taught mathematics at Sumner High School as a Teach For America–St. Louis corps member.
He is committed to innovation, community engagement, and stakeholder-centered decision-making to strengthen St. Louis Community College. As a first-generation college student, he advocates for access and support to ensure student success.
Dr. Martin has received numerous honors, including St. Louis Magazine’s High School Teacher of the Year and the St. Louis American Salute to Excellence in Education Award. A North St. Louis County resident, he holds a doctorate in education policy and leadership and multiple advanced degrees and certifications from the University of Missouri–St. Louis, as well as a bachelor’s degree from Illinois State University
Patrick McKelvey
Subdistrict 4 (term expires 2032)
Patrick McKelvey is the executive director of the Gateway Food Pantry in Arnold, Mo. He also has experience in higher education as an adjunct instructor with Jefferson College, University of Memphis, and Maryville University. McKelvey is also a former assistant professor of sport management with Illinois College in Jacksonville, Ill.
McKelvey currently serves as an advisory board member for the University of Missouri Truman School of Government and Public Affairs, and board member for the Mehlville School District. He also serves as a governing council member for the Special School District of St. Louis County and a board member for the St. Louis County Public Transportation Commission.
McKelvey holds has earned graduate degrees including a master’s degree from the University of Missouri-Columbia in Educational, School and Counseling Psychology, Learning Technology and Design, and Public Affairs. He also has master’s degrees in Sport and Hospitality Management and Communication from the University of Memphis. He also holds a master’s degree in Sociology from Arizona State University.
Vanessa Okwuraiwe, MA, MBA
State Appointee (term expires 2028)
Vanessa Okwuraiwe, MA, MBA, of Creve Coeur is a principal at Edward Jones, where she has worked since 2001. She served on the STLCC Foundation Board from 2012 to 2023, including as board president from 2020 to 2022.
Okwuraiwe earned an executive master’s degree in business administration from Washington University in St. Louis. She also earned a master’s degree in development economics from the University of Kent in Canterbury, United Kingdom. Okwuraiwe earned her bachelor’s degree in economics from EDO State University in Nigeria. She also serves on the boards of the Shakespeare Festival St. Louis and the Olin Business School National Advisory Council.
Pam Ross
Subdistrict 2 (term expires 2027)
Pam Ross brings extensive leadership experience in public service, finance and organizational management to her role as a Trustee of St. Louis Community College. Ross served as Trustee from 2017 to 2023 and has been appointed by the board to serve out the term due to a vacancy until 2027.
She previously served as chief of staff to the president of the St. Louis Board of Aldermen, where she advanced key legislation, managed office operations and represented the president on major committees focused on health care, budgeting, technology and public safety. Ross’s background also includes business development at Peoples National Bank, marketing leadership at GBV.NET and political consulting across Missouri.
A committed community volunteer, Ross has served in leadership roles with Let’s Start, Bridgeway Counseling Services and the United Way of Greater St. Louis. She brings a strong commitment to public service, collaboration and community impact to her work on behalf of STLCC students.
Redistricting Information
Every ten years, St. Louis Community College must complete a redistricting process after the release of the US Census data. The Redistricting process is led by a Committee. The Committee is comprised of district residents appointed by the Coordinating Board for Higher Education and the St. Louis Community College Board of Trustees.
2022 STLCC Redistricting Committee
The 2022 Redistricting Committee members: Alex Berger, Cheryl Brown, Alison Gee, Eric Gorham, Sean Grove and Wilma Schopp worked with FLO Analytics and AHC Consulting to analyze the data and facilitate the process of determining boundaries for the College's four subdistricts. Between April and July, the Committee held three meetings and two public hearings to gather public input. The College's Redistricting plan was approved by the Coordinating Board for Higher Education in September 2022.
