The St. Louis Community College Board of Trustees is comprised of seven members, who represent subdistricts.

Kevin M. Martin, Ed.D., Chair
Subdistrict 1 (term expires 2026)
Dr. Martin was elected to the STLCC Board of Trustees in 2017. Dr. Martin serves as a middle school principal in the Parkway School District. He previously served as the assistant principal of curriculum and instruction at Hazelwood Northwest Middle School. Dr. Martin taught mathematics and served as an instructional and data coach for three years at Hazelwood East High School. He also taught mathematics and served as department chair at Sumner High School for three years while serving as a Corp Member through Teach For America - St. Louis.
Martin hopes to continue to be innovative and find new approaches to engage more members of the community with St. Louis Community College. He believes in solid decision-making that is centered on the needs of all stakeholders and the community, and will continue to make STLCC a pivotal member of the larger community. As a first-generation college student, Martin strongly believes in providing opportunities and support for all to be successful.
He has been recognized by St. Louis Magazine as High School Teacher of the Year, and received honors such as St. Louis American Salute to Excellence in Education Award, North County Incorporated 30 Leaders in their 30s, and Saint Louis Public Schools’ Pettus Award of Excellence.
A proud resident of North St. Louis County, Martin earned a doctorate in education policy and leadership from University of Missouri-St. Louis. Most recently, he completed a graduate certificate in human resource management from Colorado State University. He has an educational specialist, superintendent certificate and master’s degree in education from University of Missouri-St. Louis, and a bachelor’s degree in business teacher education from Illinois State University.
Rodney Gee, M.S., Vice Chair
State Appointee (term expires 2028)
Gee is a retired partner from Edward Jones Inc., where he worked in human resources for 14 years. He also held administrative positions in sales, marketing, strategy and human resources with Monsanto, Motorola and Southwestern Bell.
Gee has an extensive record of community service. He is the immediate past-president of the STLCC Foundation, where he has served as a board member for the past 13 years. He also serves as a board member of RX Outreach, an organization providing discount drugs to individuals and families with low incomes, and is a board member with Covenant House of Missouri.
The Missouri Coordinating Board for Higher Education approved his appointment to the St. Louis Community College Board of Trustees. Gee’s initial six-year term began in April 2016 and he was reappointed for a six-year term in 2022.
A resident of Chesterfield, Missouri, Gee holds a master’s degree in human resources development from Webster University. His bachelor’s degree in business administration is from the University of Central Missouri.
Doris A. Graham, Ph.D.
Subdistrict 1 (term expires 2030)
Dr. Graham was elected to the STLCC Board of Trustees in 2012 and re-elected in 2018. Dr. Graham, of north St. Louis County, spent a total of 38 years working in the St. Louis Public Schools and retired in 2005 as assistant principal at Ames Visual and Performing Arts Elementary School in St. Louis.
During her tenure with St. Louis Public Schools, Dr. Graham was a classroom teacher, remedial reading specialist and co-host of an after-school radio program. She also served as principal during summer school.
She also served on the Ferguson-Florissant School District Board for 23 years. During that time, the district twice was recognized as a school district of distinction by the Missouri School Boards Association. Dr. Graham currently serves as an elected member of the Nominating Committee for the Central Region of the Association of Community College Trustees.
Among the recognition she has received for service include the Lifetime Achievement Award from the St. Louis Teachers Union, the Legacy Award for Community Service from the National Council of Negro Women Inc. Gateway Metropolitan Section and the Legacy Award from the St. Louis Argus. She also was recognized by the Delta Sigma Theta Sorority as one of its Women Making a Difference honoree. Additionally, Dr. Graham was honored by the Urban League, Salute to Women in Leadership and the Lifetime Achiever Award in Education from the St. Louis American Newspaper Foundation.
Dr. Graham is an associate minister at her church, and also is involved in sorority activities. She also served on the Berkeley Senior Citizens Commission.
She earned a doctorate in educational administration/superintendency from Saint Louis University, a master’s degree in elementary administration/principalship from the University of Missouri-St. Louis and a bachelor’s degree in elementary education from Harris Teachers College. She also holds a master of arts in pastoral studies from the Aquinas Institute of Theology.
Craig H. Larson, Ed.D.
Subdistrict 4 (term expires 2028)
Dr. Craig Larson, of Manchester, Missouri, currently is an Area Supervisor of Instruction for Missouri’s Department of Elementary and Secondary Education. In that role, he works with 14 St. Louis Region School Districts, including a number in North St. Louis County. He retired from K-12 school administration in 2010 after a 38-year career as a teacher and a building and district administrator. He served 11 years as principal of Parkway South High and ended his administrative career serving seven years as the Rockwood School District superintendent.
Dr. Larson was originally elected to the Board of Trustees in 2010 and was re-elected in 2016. During his tenure on the Board he has served two terms as Board Chair and has been active with the STLCC Foundation. In addition to serving on STLCC’s Board of Trustees, Dr. Larson has served on the Missouri Community College Association’s (MCCA) Advisory Board since 2012 and is currently serves as chair of the Advisory Board. He has also served as an associate member of several policy committees for the national Association of Community College Trustees (ACCT). He is also a member of the Association of Governing Boards (AGB) and regularly attends state and national meetings of MCCA, ACCT and AGB.
In addition to service on the STLCC Board of Trustees, Dr. Larson is a past President of the West St. Louis County Chamber of Commerce, a former member of St. Louis Boy Scouts Board of Directors, and a former Commissioner with the St. Louis County Media Commission. Dr. Larson has received a number of professional honors, including being named St. Louis High School Principal of the Year and the Communications Leadership Superintendent of the Year by the National School Public Relations Association.
His education includes a bachelors and master’s degree in education from the University of Kansas, an administrative certificate from Washington University, and a doctorate in education from Saint Louis University.
Mary Luebke, BA, MS, CI:CT
Subdistrict 4 (term expires 2026)
Mary Luebke was elected to the STLCC Board of Trustees in June 2020. She is a professor emeritus who served in a variety of capacities at STLCC-Florissant Valley.
Luebke was the coordinator for the Deaf Communication Studies/Interpreter Education program, chair of the communications department and dean of liberal arts. She was honored with a named scholarship for students of the DCS program. She has been involved in a variety of initiatives that serve Deaf people and other people with disabilities. She was director of Communicate Plus, a non-profit organization, for 10 years.
Luebke received the prestigious David L. Underwood Award at Florissant Valley in 2013, and received a Lifetime Achievement Award from the governor and the state of Missouri in 2001. She served on the governor-appointed Missouri Commission for the Deaf and Hard of Hearing for multiple terms.

As a non-traditional student, Luebke earned an associate degree from STLCC. She has a bachelor’s degree in theater and a master’s degree in theatre/discourse analysis from Lindenwood University. She holds state and national certification in American Sign Language interpreting.
Anne Adams Marshall
Subdistrict 3 (term expires 2025)
Anne Adams Marshall, a St. Louis native, was elected to the STLCC Board of Trustees in April 2019. She is the daughter of two educators, including a former faculty member at St. Louis Community College at Florissant Valley, David Marshall.
She graduated from Webster Groves High School in 1980, and attended both STLCC and University of Missouri-St. Louis while working full-time and raising her son as a single mother. Her experience gives her a unique insight into the barriers that many students face in pursuing their education; and her education helped propel her to a 35-year career at Neiman Marcus.
Marshall wants to be an independent voice for students, faculty and the St. Louis community. She believes that decision-making should be centered on the needs of the stakeholders who make STLCC strong.
Marshall is the founding director of Indivisible St. Louis. Her community involvement includes service on the St. Louis County Prosecutor’s Advisory Board, being a facilitator for the YWCA Racial Justice Education program and advocating for political candidates and issues.
Nicole Robinson, Ed.D.
Subdistrict 2 (term expires 2029)
Nicole Robinson, Ed.D., is vice president of public policy and community solutions with the national developer, McCormack Baron Salazar.
Robinson has more than 13 years of experience in leadership and management in both the public and private sectors. She has a combined 15 years of federal service with the U.S. Department of Housing and Urban Development and as a congressional aide for the U.S. House of Representatives in the office of the Honorable Congresswoman Maxine Waters.
In 2022, Robinson was appointed president of the St. Louis Chapter-National Women’s Political Caucus Training Institute. She is a member of Focus-Leadership St. Louis Class of 2022-2023.
Robinson served on the national board of trustees for CampFire, and on the State Bar of California-California Paraprofessional Program Working Group’s board of trustees. Her professional affiliations are Washington University School of Medicine Program for the Elimination of Cancer Disparities and the Association of Pan African Doctoral Scholars Inc. A breast cancer thriver, Robinson founded the Hatz 4 Hearts Foundation, a non-profit that provides supportive services to cancer patients undergoing chemotherapy, breast cancer health awareness and education.
A graduate of Central Visual & Performing Arts High School, Robinson earned her doctorate in education and psychology in organizational leadership from Pepperdine University. She holds an MBA from Fontbonne University and a bachelor’s degree in management from National Louis University. She has two children and six grandchildren.
