Two candidates will vie for the Subdistrict 3 seat on the St. Louis Community College
Board of Trustees in the April 8 election.
The Subdistrict 3 seat is currently held by Anne Marshall, who was elected to the
seat in 2019. David Addison and Holly Talir have filed paperwork to be placed on the
ballot.
The winner of the Subdistrict 3 seat will serve a six-year term.
Subdistrict 3 includes southern and southwest portions of St. Louis City and the school
districts of Maplewood, Mehlville, Richmond Heights, Kirkwood, Hancock Place, Affton,
Bayless, Brentwood and Webster Groves.
St. Louis Community College is governed by seven board members representing the four
subdistricts of the College service area and one state-appointed board member.
David Addison is managing director, head of Life and Annuities, Americas with the Global Risk Solutions
team at Guy Carpenter and a Fellow of the Society of Actuaries. He has lived in the
St. Louis area with his wife and three children for more than 25 years. Originally
from the United Kingdom, David is a graduate of the University of Newcastle upon Tyne
and he holds an MBA from Washington University in St. Louis. David has a long record
of service, with a focus on education. Having served on the parent-teacher organizations
of all of his children's schools, he was elected and re-elected four times to the
Webster Groves School District Board of Education. David served at various times as
a director, board secretary, board vice president and board president over his 12
years of elected public service.
Holly Talir is a parent educator with the Kirkwood School District. She also serves as a substitute
teacher for the district. Previously, Holly worked as a financial director, an accounting
manager and a contract/grant coordinator at Washington University in St. Louis. She
also volunteers for several organizations, including Boy Scouts of America, Kirkwood
public schools, God’s Green Acre Association, Warriors Against Melanoma, and the
Missouri Botanical Garden. Holly has a bachelor’s degree in Art History from the University
of Missouri-Columbia. She also earned a graduate-level advanced certificate in non-profit
management from Washington University in St. Louis. Holly lives in Kirkwood with her
husband, Douglas, and four children, one of whom is a student at STLCC. She is a first-generation
college graduate.
