On Friday, March 27, 2020, the Coronavirus Aid, Relief and Economic Security (CARES) Act, a $2 trillion relief package, was signed into law. The CARES Act provided funding to colleges and universities to assist students during the global crisis. On April 13, 2020 St. Louis Community College (STLCC) signed and returned to the Department of Education the Certification and Agreement committing intent to use no less than 50% of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students. As a result, on April 24, 2020 STLCC received $4,363,632 in student aid funding to assist students to cover the cost of expenses incurred as a result of COVID-19. STLCC received another $4,363,632 for institutional support and has chosen to make all of these funds from the CARES Act available for grants to students. On September 28, 2020, STLCC received $435,090 in CARES Act funding through the Department of Education’s Strengthening Institutions Program and made those funds available for student aid as well.
On December 27, 2020, the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) was signed into law. CRRSAA authorizes $81.88 billion in support for education, in addition to the $30.75 billion expeditiously provided through the CARES Act. On January 16, 2021, STLCC received an additional $4,363,632 in student aid funding to provide Emergency Financial Aid Grants to students. On January 17, 2021, St. Louis Community College received an additional $15,421,451 for institutional support. CRRSAA authorizes recipients to make some of these institutional funds available for student aid. On April 22, 2021, STLCC received $827,835 in CRRSAA funding through the Department of Education’s Strengthening Institutions Program.
On March 11, 2021, the American Rescue Plan Act (ARP) was signed into law. ARP authorizes $170.3 billion in support for education, in addition to the $30.75 billion expeditiously provided through the CARES Act and the $81.9 billion provided through CRRSAA. On May 13, 2021, STLCC received an additional $17,754,601 in student aid funding to provide Emergency Financial Aid Grants to students and an additional $17,088,711 for institutional support.

St. Louis Community College continues to utilize the grant funds in two ways students with need will receive emergency grant funding and will also use a portion of the funds to assist students with previous balances.
The institution is automatically awarded $2,000 to all students who are attending the Fall 2021 semester who have a FAFSA on file with an EFC of 0-5301, we consider this group students that we can identify with high need. For the fourth quarter of FY-22 (October 2021 to December 2021) St. Louis Community College has awarded 1254 students emergency grant funding for the Fall 2021 semester and over 352 students for prior balances for a total of $2,780,525.15. We will be reviewing the remaining funds for students during in the Spring semester.

Any expense the student has incurred because of the disruption of campus operations due to COVID-19 which includes but is not limited to:
- Food
- Housing
- Tuition/Course Supplies
- Childcare
- Medical Expenses
Who is Eligible?
In alignment with the U.S. Department of Education requirements and STLCC scholarship criteria, students who meet the below criteria will be eligible to receive the CARES Act grant:
- Students who demonstrate or self-identify as having need.
